Ontario IRP Services Moving to ServiceOntario: What Carriers Need to Know

The Ontario government has announced an important change affecting commercial carriers operating under the International Registration Plan (IRP). Beginning February 3, 2025, all IRP services will transfer from the Ministry of Transportation (MTO) to ServiceOntario. This transition represents one of the most significant administrative changes for Ontario's commercial transportation sector in recent years.

  • A complete shift to 16 ServiceOntario locations

  • New submission procedures take effect

  • Appointment-based service model begins


What's Changing (and What Isn't)

It's important to note that only the service delivery model is changing—not the IRP program itself. The requirements, fees, and regulations governing the IRP remain the same. Here's what's new:

  • Service locations: Expanding from 11 MTO offices to 16 ServiceOntario centers

  • Application processing: A new IRP Processing Team will handle all applications

  • Service model: Appointment-based system for all in-person services

  • Document submission: New options for submitting applications (email, fax, mail)


New Application Submission Process

Starting March 3, 2025, carriers will need to submit all IRP applications to the new IRP Processing Team through one of these channels:

  • Email: IRPProcessing@ontario.ca

  • Fax: 416-235-3924 (toll-free: 1-866-587-6771)

  • Secure Fax (for credit card forms only): 416-860-8319 (toll-free: 1-833-377-0105)

  • Mail/Courier:

    • ServiceOntario, Attention: IRP Processing 447 McKeown Ave., Unit 111 North Bay, ON P1B 7P4

    • ServiceOntario, Attention: IRP Processing 20 Dundas Street West, Floor 4 Toronto, ON M5G 2H1

Central Ontario

  • Barrie: 274 Burton Ave, Unit 21, Barriergate Centre

Greater Toronto Area

  • Brampton Northeast: 55 Mountainash Road

Important Things Carriers Should Know

  • Appointments required: To receive credentials or make payments, you'll need an appointment scheduled through the IRP Processing Team

  • Transactions in progress: Any applications submitted to MTO before February 3, 2025 will automatically transfer to ServiceOntario—no resubmission needed

  • Replacement services: For urgent replacement of cab cards, plates, permits, or validation stickers, submit your application to the IRP Processing Team, who will arrange a same-day appointment

  • PRIO online services: The MTO Program Office will continue to support PRIO online services
